VP has no more to say, 
disregards House summons 
again

Vice President Boediono ignored on Wednesday a second summons from the House of Representatives over the controversial Bank Century bailout prior to the 2009 election, insisting he had nothing more to say about the politically-sensitive case. Should Boediono fail to answer a third summons, lawmakers have threatened to enforce it.  A House team tasked with overseeing the probe into alleged corruption in the bailout of the bank in late 2008 sent the first summons to Boediono in December.  The team claimed it needed to question Boediono again after the Corruption Eradication Commission’s (KPK) questioned him over the case in November. 

The questioning, conducted at Boediono’s office, took place only days after the KPK detained former Bank Indonesia (BI) deputy governor Budi Mulya for his alleged role in the bailout. Boediono was questioned as he was the BI governor when the central bank controversially decided to salvage Bank Century to prevent a financial crisis, a decision many said was collegial and could implicate the renowned economist.  Yopie Hidayat, Boediono’s spokesman, suggested that lawmakers summon the KPK to get more information about the case. He argued that Boediono had given his testimony to the KPK and would not answer the House summons to avoid disrupting the ongoing investigation by the antigraft body.  “If the House monitoring team wants to find out more about the results of the [KPK questioning] sessions, just summon the KPK,” Yopie said after an event at the Vice Presidential Office on Wednesday.

Yopie questioned the lawmakers’ plan to enforce a third summons. “The act of enforcing a summons must be done through the proper authorities and according to a certain set of rules,” he said. Boediono, who has deliberately avoided the media spotlight in recent years, is now under severe political pressure ahead of the 2014 election. Some have speculated it was just a matter of time before the KPK named the Boediono a suspect with Budi Mulya scheduled to stand trial next month. 

It is said that the Vice President’s fate will be determined by Budi’s testimonies and that the KPK might wait for Boediono to finish his tenure before it lays charges against him. The Bank Century investigation was recently boosted by the issuance of a Supreme Audit Agency (BPK) report outlining the irregularities committed by individuals and agencies in the disbursement of the short-term assistance (FPJP), as well as the decision to name Century a “failed” bank. The report, which claimed that the bailout scandal had cost the state Rp 7 trillion (US$594 million), has been handed over to the KPK. Several outspoken lawmakers have lashed out at Boediono for his defiance. “He [Boediono] should just answer the summons if he is truly innocent,” lawmaker Indra from the Prosperous Justice Party (PKS) said. Bambang Soesatyo of the Golkar Party insisted Boediono should respect such summons as it was an integral part of the team’s monitoring role. “We must maintain our authority and in the next summons we will seek police’s help should he refuse to come.” Boediono, who had defended his decision to save Bank Century, said would be willing to testi before court. “I believe he would follow the procedure since he respects the law,” Yopie said.

Boediono has maintained that the only way to prevent a systemic collapse of the country’s banking sector was through the disbursement of the temporary capital to Century. His statement, however, contradicted the opinions of other witnesses questioned by the KPK in the case, including former vice president Jusuf Kalla who said that the bailout was unnecessary since the bank had been robbed by its owners.

Mosquitoes to be released 
to fight dengue

An initiative called the Eliminate Dengue Project-Yogya (EDP-Yogya) is being implemented to fight dengue fever in the province through the release of Aedes aegypti mosquitoes carrying the Wolbachia bacterium, which prevents them from transmitting the dengue virus. The project was developed by Gadjah Mada University’s (UGM) School of Medicine to naturally control the outbreak of dengue fever. “With this method we directly attack the virus that causes dengue fever carried by the Aedes aegypti mosquito,” UGM researcher Riris Andono Ahmad said on Friday.

She said Wolbachia was a bacterium found in some mosquitoes in Indonesia that blocks the transmission of the dengue virus. In the first stage of the project, she said, 25 mosquitoes carrying Wolbachia would be released over a 50-square-meter area. A week later, more than 25 mosquitoes would be released in the middle of the site area.

These mosquitoes, according to Riris, would breed and transmit Wolbachia bacteria to their offspring. This makes EDP-Yogya a sustainable way of combating dengue fever, she said. Riris also said that the Wolbachia bacterium, which was found in 70 percent of wild insects across Indonesia, had been proven harmless to human beings. “Breeding mosquitoes carrying Wolbachia will be safe for people,” she said.

Director of the EDP-Yogya team, Adi Utarini, said that the mosquito release would first be conducted in Nogotirto and Kronggahan subdistricts, Sleman regency, this month. “Ninety percent of the people in the two subdistricts have expressed support for the release. The rest have not yet expressed support mostly because of their lack of understanding about the project,” Adi said.

She also said that people in the two subdistricts had been intensively involved in the two-month project, starting with the mosquito release, monitoring and evaluation. A meeting with residents of Nogotirto has also been scheduled for Sunday at the subdistrict hall to provide them with information regarding the advantages of the project.

Adi added that the government had given the nod to the project, which was funded by an Indonesian foundation, and also involved eight researchers from eight different countries that have had experience of successfully implementing the EDP. “EDP has been tried out in a number of countries such as Australia and it has been proven to be safe for human, animals and the environment,” she said. Another researcher on the team, Warsito Tantowijoyo, said the team would continue to breed Aedes aegypti mosquitoes containing Wolbachia. “We are capable of producing 7,000 mosquitoes a week currently. If the EDP method is successful we will produce more to meet the demand,” Warsito said.
